Director, Workforce Planning & Recruitment Operations
Reporting to the Chief Human Resources Officer, the successful candidate will provide system-wide strategic leadership and operations management for Alameda County Medical Center’s (ACMC) workforce planning function and day-to-day Recruitment and Employee Health services. Involves proactively reviewing/introducing competitive strategies, as well as establishing/supporting the “client friendly” systems and operational tools necessary to meet ACMC’s needs in the following areas:
- Workforce, recruitment/talent acquisition and organizational development planning
- Recruitment service delivery model creation, development, implementation and measurement
- Change and performance management including management systems/processes and conflict resolution
- Development and execution of recruitment advertising strategies
- New hire interview, selection and behavioral assessment techniques
- Applicant tracking and on-line assessment tool utilization and integration
- Budget development, monitoring, administration and control
- Development of a repository of “dashboard and key indicator” metrics and reporting tools, as well as oversee distribution of meaningful recruitment metrics (open requisitions, time-to-fill, divisional data, average. req/case load, new hires, and cost per hire, etc.) and other key critical service feedback data on bi-weekly and monthly basis to measure performance and improvement opportunities
- Regulatory compliance (JCAHO and all other key healthcare regulatory bodies)
- Labor relations agreements, labor-management cooperative efforts and related organizational development issues
This position calls for a proven leader with 10+ years experience in recruitment, workforce planning, human resources and/or organizational development to include a minimum of 3 years managing a complex, high volume healthcare workforce planning/talent acquisition function. Qualified candidate must also possess a Bachelor’s degree in Business, Public Administration, Human Resources Development or a related field. Excellent team building, analytical thinking and presentation skills are essential.

The Nurse Recruiter is responsible for the RN recruitment function including sourcing, recruitment, and selection of new employees and internal applicants for assigned areas of responsibility and for collaborating with the hiring managers on the sourcing and recruitment strategy. He or she will be responsible for identifying and cultivating relationships with Hiring Managers and partnering with them to ensure that the current and future recruiting needs across the hospital are met. Area Recruiter - Kaiser Permanente
Description
Responsible for the providing effective, proactive, & responsive recruitment consultative services to hiring managers & Administrators which results in the best match of the most qualified candidates for assigned positions including clerical, service & maintenance, technical, & designated patient care positions to meet the organizations' goals & objectives & overall KP strategy. Must be able to work in a Labor/Management Partnership environment.
Essential Functions:
- Fills all assigned open positions as identified by the performance measure w/ qualified candidates by conducting effective sourcing (system queries/searches, cold calling, use of network contracts, candidate pools, etc.), resume evaluation, screening, interviewing, assessing, referring, & selling the best candidates for a position match w/in the established parameters of the position-specific recruitment plan, policies/ contracts and/or making conditional job offers as authorized
- Develops & maintains partnerships w/ hiring managers to achieve recruitment objectives for assigned positions through collaboration on verifying appropriate position requirements, development of position-specific recruitment plans including how to meet established Affirmative Action goals, development, & maintenance of viable candidate pools, coaching, advising, & training on appropriate interview techniques & selection process
- Develops, builds, & maintains candidate relationships through ongoing communications promoting interest in positions & the organization, to yield qualified candidates & pools for assigned positions & minimal turnaround times to fill vacancies; selling the organization as Employer of Choice whenever possible & appropriate
- Conducts recruitment responsibilities in a professional, service-oriented, responsive, innovative, ethical, & cost effective manner in accordance w/ existing state & federal laws & organization policies, procedures, Collective Bargaining Agreements, vendor contracts, & Affirmative Action goals
- Represents the organization as the professional recruiter for assigned specialties, providing information & data to the Recruitment Manager regarding labor market trends & organizational change efforts related to their specialties

Basic Qualifications:
- Minimum of two (2) years of experience in recruitment of salaried and hourly, management, technical, professional, and hard-to-fill positions
- Bachelor's degree in human resources, business administration or related field OR equivalent experience
- Recruitment planning, sourcing (cold calling, networking, etc) resume evaluation, candidate assessment and referral, and training professionals in selection and techniques and methodologies
- Demonstrated understanding of governmental regulations, court decisions and professional standards and practices related to EEO/AA; legalities and ethics of recruitment; needs analysis; job analysis; position specific recruitment planning; resume and candidate evaluation; interviewing techniques; and matching position to best candidate background
- Excellent oral and written communication skills
- Effective interpersonal skills with the ability to meet the demands of the diverse and changing needs of the assigned specialty areas
